A recent event in Mumbai set the ball rolling for a series of public hearings across different states for greater recognition and rights of transgenders in the country
The history of the 'third gender' dates back many centuries. They have always been an integral part of Hindu mythological stories. Infact, there are various rituals and traditions, which are specific to the community.

Inspite of being into existence for so long, the transgender community has never been able to become a part of mainstream society.

They continue to be marginalised by a large section of society and earn their living mostly by working as sex workers or beggars.

In order to increase awareness and accountability towards the transgender/hijra community across West and North India, a Jan Sunwai (public hearing) was held in Mumbai on November 29.

Similar public hearings, which will focus on various problems faced by the community, will be held in different parts of India. The event is being organised by ARTICLE 39, which is a division of the Center for Legal Aid and Rights, with support from the United Nations Development Programme (UNDP).

The first meeting was in Mumbai, the next meeting is in Ahmedabad on December 16. Following this, there will be another meeting in Lucknow in January 2012 and the last one is scheduled in Delhi in February 2012.

Said Laya Medhini of the Center for Legal Aid and Rights, "The public hearings will be held to map needs, to articulate problems, talk about rights denied, violence faced and to find a common thread in the stories of the hijra community."

The public hearing in Mumbai consisted of testimonials given by members of the transgender community. Similar testimonials will be given by members of the community in public hearings to be held at other states. The meeting in Mumbai was presided over by a four-member jury.

Arvind Narrain, human rights lawyer from the Alternative Law Forum, who was also a jury member, said, "The transgender community do not have access to even basic rights. Access to toilets is a problem. Which toilets do they use? If these basic issues can be sorted out, we can then look at other problems."

Identity
Dolly Thakore, well-known theatre actress and another member of the jury said that such public hearings could help in changing the perception about this community. Said Thakore, "Communication and good education is the need of the hour.

A lot of them are uneducated. Hence, they are not aware of their rights. As a result they are exploited by others." Thakore also emphasised that amongst the community, there are members who are educated and doing their bit for the upliftment of the transgender/hijra community.

"I was pleasantly surprised to see that many of the members of the community were really enlightened. But most of them face problems when it comes to establishing their identity. At least a start needs to be made to change this 'dislikeable' image," said Thakore.

Discrimination
Gauri Sawant (29) from Sakhi Charchogi, a Mumbai based organisation voiced her concerns during the event in Mumbai. Sawant will be travelling to other states to highlight discrimination faced by the community.

"Transgenders don't have much knowledge about the law. Hence they are victimised by society. This awareness needs to be there. Sex Change Surgery (SRS) is another issue I want to talk about.

The government should legalise SRS. There should be separate wards at government hospitals for us. When we go to hospitals, neither male nor female doctors touch us. In such circumstances, what should we do?" asked Sawant.

Kalki Subramaniam, a transgender from Tamil Nadu, who is a web and communication specialist emphasised on education. "Transgenders should be allowed to study in schools.

This is the only way through which we can establish our identity and empower ourselves," said Subramaniam, who was in Mumbai during the public hearing. As a marginalised section of society, most transgenders resort to sex work, beggary and extortion to earn their living.

Said Medhini, "Had the community not continued to live on the fringes of development, it would have worked towards its own social and economic upliftment through integration with mainstream society. Nobody desires to get into sex work.

HIV prevalence among transgender communities are quite high. Moving to the issue of extortion, it is done by a select few individuals who use it as a means to get access to money, one cannot generalise it for the whole community just like the way when someone from mainstream community commits a crime the whole society cannot be stigmatised because of it."

Solution
When asked how will such public hearings resolve their problems, Medhini replied, "The testimonies and verdicts from the Jan Sunwai will be compiled and shared at the final public hearing in Delhi, with relevant ministries and the planning commission for affirmative action.

These will act as human rights reports which could lay the foundation for delving into human and civil rights violations faced by the hijra community."

Agrees Ernest Noronha, Programme Officer from the UNDP, "The idea of public hearing is essentially for those who have not been able to access their human and civil rights. It is a larger sensitisation program."

Noronha points out that there is a huge variation within the transgender community and there are no reliable community estimates to how many transgenders are there in the country. "There should be a larger push to establish their legal identity so that they can at least be recognised as citizens of the country.

A Public Interest Litigation (PIL) will be a step in the right direction," said Noronha. This could help in creating spaces for negotiations and building a strong foundation for legal recourse if necessary believe the organisers.

Agrees Subramaniam, "After a public hearing in Tamil Nadu the Transgender Welfare Board was formed in the state in 2007. Something similar can be done in other states too. Only through such programmes can we sensitise policymakers who can then frame policies to help the underprivileged."

BANGALORE:� A transgender who was allegedly stabbed on October 20, succumbed to injuries at Victoria Hospital in the city.
The deceased has been identified as Naveena alias Preethi (32).� Abdul Farish, in an attempt to have an intercourse with Naveena, had invited Naveena to his room.
When Naveena allegedly resisted, Farish stabbed Naveena four times.
A person who had seen Naveena in a pool of blood had informed the matter to the police. Later, Naveena was admitted to Victoria hospital. It is said that Naveena has given a statement to police before death.� The police registered a complaint and are on the look out for Abdul.

Peshawar, May 26 (ANI): A Pakistani transgender Kashif alias Rani, who was arrested and sent to police custody by a local court here for allegedly trying to marry a man, has wished for more suicide attacks on police and security officials for troubling people.

"I pray there should be more suicide attacks on police because they put people in trouble unnecessarily," said Rani, who was arrested in a midnight raid along with one Malik Iqbal Khan, when they were reportedly readying to exchange marital vows.

Over 43 guests, who had come to celebrate the marriage, were also arrested during the raid.

"All of them have been remanded in custody for a day on charges of attending an "illegal" event," The Daily Times quoted Judicial Magistrate Syed Shaukatullah Shah, as saying.

However, Khan, who already has two wives, has denied that he was marrying Rani, and said the police mistook a birthday party for marriage.

"It was only a birthday party for Rani, but police arrested us. We had no intention of getting married," Khan said. (ANI)

Bangalore, Jan 19: The search for 'Indian Super Queen" is on. If you wondering what is so great about the yet another talent hunt or another beauty pageant think again as 'Indian Super Queen' is the first ever beauty pageant for the transgender community in India.

The commendable initiative by Twelve Noon Entertainment, an initiative of Laxmi Narayan Tripathi along with VCare, a diversified business conglomerate saw its launch on Tuesday, Jan 19 with the support of Bollywood stars Celina Jaitley and Seema Biswas.

“'Indian Super Queen' would bring the community of transgenders to unite and give a positive vibe about who and what they are," said Laxmi Narayan Tripathi, known as Laxmi, CEO of Twelve Noon Entertainment.

"It is not about who is the best and most aesthetically beautiful, it's about who is willing to proudly display their character, take pride in who they are and to prove that they are just as 'human' as all of us," added Laxmi, the prominent and popular activist working for the transgender community.

Extending her support to the contest and the community, actress Celina Jaitley said, “It"s a pleasure to live in a country where human rights and equality amongst all is appreciated. Its time for the much oppressed 'kinnar' community to come up on the stage and show the world that beauty exists in all human beings."

The contest is set to begin after auditions in Delhi, Mumbai, Bangalore, Chennai, Hyderabad, Bhopal, Bhubaneshwar, Ahmedabad, Jaipur and Kolkata.In the Bangalore audition which took place on Monday, Jan 18 at Hotel Infantry, Shivaji Nagar, four candidates were selected to take part in the next round.

The four Bangalore winners Zara, Monisha, Tanushree and Natasha will fight for the top spot in semi-finals, which will take place in Mumbai on Feb 6

Salem, Apr 12: The Transgender Miss India for the year 2010 went to 23-year-old Sabeetha hailing from Kerala, who was given stiff competition from 19 transgenders from across the country.

The second spot was claimed by Manimekala from Salem while Ramya from Bangalore won the third place in the contest held by Salem Trust working for towards the upliftment of transgenders.

The three day event ended on Sunday, Apr 11 with a crowning ceremony, which saw the presence of the Tamil actress Sneha.

In Jan 2010, a similar beauty contest was launched by a prominent and popular activist working for the transgender community, Laxmi Narayan Tripathi.

The search for 'Indian Super Queen" was launched under the banner - Twelve Noon Entertainment, which Laxmi is heads as the CEO.

These contests aim at looking at beauty from a different perspective by giving aesthecism a second place while qualities such as personality and a person's ability to be proud of who he/she take priority.

Chennai, Jan 25 (ANI): Thousands of transgender community members held a rally here to mark the annual transgender community celebrations week -2011.

The rally was organised by Tamil Nadu Aids Initiative (TAI) and Voluntary Health Services (VHS).

Dr. R. Lakshmi Bai, TAI Project Director said it's an initiative to bring the community to the mainstream and help them live a dignified life.

"What actually we have done in the last seven years is, just tried to mainstream them because they are facing some element of discrimination in the society. We have done many activities which will help them to come in mainstream, for example, they are the people who actually placed in Guinness record like more than 6000 of them have given their eyes as donation, 30,000 sampling, so many every year. They had a different aim of doing this mainstreaming day," said Bai.

Members of the community participated in the rally dressed up in fancy attires of Hindu deities and other traditional wear. (ANI)

New Delhi, Nov 20: At least 14 eunuchs were killed and 40 others injured when a major fire swept through a community hall in an east Delhi locality where a congregation of the trans gender community was taking place. The incident took place at around 7 PM when around 1000 eunuchs from across the capital had gathered for a festival. 14 people died in the incident and over 40 were injured and rushed to various hospitals, police and hospital authorities said.

The fire, which started in the kitchen, spread through the premises and destroyed the tents which had been put up for the congregation. As the fire spread, people ran helter-skelter searching for a safe zone but many got trapped in the fire and lost their lives, police said.

Locals said they heard the huge cries of people and came out and saw that the entire community hall premises engulfed in flames. The locals also tried extricate trapped people till the police and fire service personnel came and began the rescue operations.

The congregation, which has been going on for the past three days, had begun at around 1 PM on Sunday and the participants were dancing and enjoying the evening when the fire took place. Sunday was the last day of the congregation.

Fire brigade official said 14 bodies have been recovered and 40 injured have been admitted to hospitals. Hospital authorities feared that the toll could go up further because many of the injured have suffered grievous burn injuries. Delhi government ordered a thorough probe into the fire incident. Delhi Health Minister A K Walia said Deputy Commissioner(Revenue) of East Delhi J P Sharma has been asked to invesitage the incident and file his report to the state government at the earliest.

A Shift In The Gender Identities Of Men - Part I

Transgenderism or Cross genderism means a shift in the gender identities of a person either due to biological change of sex or due to cross-dressing. Transgender is generally used as a term for a variety of individuals, behaviors and groups centered on the full or partial reversal of gender roles. Virginia Prince coined the term 'transgender' in 1970s as a contrast to the term 'transsexual'. Transgenderists consider themselves fall between genders, not identifying strictly to one gender or another, identifying themselves as neither fully male, nor female.

Transgender community has two groups of people: the transvestites and the transsexuals. Transvestism means cross-dressing and more specifically to that practiced by men. Transsexualism means a change in the gender identity due to a shift in the biological sex. The basic difference between the transvestites and transsexuals is that among the transsexuals their primary gender identity may agree with their dressed roles, whereas among the transvestites it is opposite to their primary gender identity and which is how they are crossed. The transvestites may not lean towards Transsexualism and similarly there may be transsexuals who never experienced transvestism at all. Sexual identity is broken down into biological sex, sexual orientation, and gender identity and gender or sex roles. A transgenderist's sexual orientation can be towards men or women or towards the self-image itself.

Freud's 'Inversion Hypothesis and Cross-dressing' (2001) gives many details about Transgenderism. A man who has inversion may not feel the sexual feelings usually experienced by men. He will enjoy pleasure by directing his sexual feelings towards female clothing or his own imaginative figure as a female. Freud proposes some causes, which may promote inversion, and transvestism. The only male child in the family is usually very close to his mother. Since he grows under a feminine atmosphere he thinks of the idea of feminity pleasurable. The inversion and the desire for Transgenderism take place in him at this stage. Secondly because of the Oedipal fear the male child will shun away the company of the mother and will find solace in the clothing of his mother. This is an inversion, taking place to his sexuality and the desire for Transgenderism develops in him. In other sense the male child will direct his sexual interests based on the interests of the other gender.

The ambivalence of the mother, that is her alteration between love and indifference may also promote inversion. The boy may miss the positive feelings of the mother when she is indifferent. He will learn to meet his own emotional cravings through Transgenderism. He will try to become a mother himself and try to develop affinity towards female clothing. This Transgenderism is associated with his affinity towards the reduction of his anxiety and to soothe his feelings. If the mother dominates the male child, he may develop negative feelings towards mother and women as a whole. This will prevent him from considering women as their sexual partners. They will also feel themselves as unattractive towards women. They will develop the sexual potential of women in themselves. They will find Transgenderism as a way for their sexual gratification. The availability of female clothing and the ambience for narcissism may develop in him a tendency towards inversion and Transgenderism.

Sylvia Silk states in ' Coming to Terms with Transvestism' that that transvestism and Transgenderism is a result of man's inborn desire to become woman. Joanne Silver gives a clinical observation of Transgenderism in 'Brain Sex'. In his opinion any human brain first develops as a female brain. The amount of hormone needed to turn the female brain to a male brain is very crucial. If something goes wrong the development of the female brain gets arrested and it leads to transgenderism. Many transgenderists have a strong boyhood wish to become female. With this wish comes the will to make it a reality and that develops to transgenderism.

Transgenderist thus chooses either to become a man or a woman. Transgenderism thus seriously related to the question of identity. The transgenderist's questioning of self identity is there at the heart of transgenderist practice. This also implies that the transgenderist as being determined by the factors that overreach the biological identity understands their own self-identity and the socially constructed gender identity. Hence the transgenderist does not recognize the biologically and socially allotted roles and decides to define his identity by the assumptions of clothes and the habits of the opposite sex.
